30th Anniversary of JSC “VO “Safety”
Joint Stock Company “VO “Safety” was established 30 years ago, on September 8, 1993, by Gosatomnadzor of Russia in accordance with the intent of the Convention on Nuclear Safety, which Russia joined in 1994.
JSC “VO “Safety” is subordinate to the Federal Environmental, Industrial and Nuclear Supervision Service of Russia (Rostechnadzor) and, by the nature of its activities, implements a significant amount of work related to comprehensive safety assurance in all areas related to both atomic energy and development of energy industry in general. Throughout its history, the main mission of JSC “VO “Safety” has been to promote safe development of the atomic energy and industrial system of Russia under the leadership of and in cooperation with Rostechnadzor.
JSC “VO “Safety” is authorized to perform conformity assessment in the form of acceptance of the equipment, items, components, materials and semi-finished products, supplied both to NPPs built abroad according to Russian designs, and to Russian NPPs. Conformity assessment of the equipment, including long lead equipment, is performed as per quality plans agreed upon in the established manner and includes a cycle of work from checking the manufacture readiness and technical documentation for equipment manufacture to monitoring acceptance and delivery tests and regulatory supervision.
Extensive practical experience in conformity assessment shows that this mechanism makes it possible to ensure the quality and safety of the equipment and minimize the risks of severe accidents caused by equipment failure.
At present, JSC “VO “Safety” specialists assess the conformity of products at more than 600 enterprises manufacturing high-tech equipment in Russia and near- and far-abroad countries.
Being a competent organization of technical and scientific support, JSC “VO “Safety” is constantly increasing its potential as an organization of technical supervision. The volume of work in the area of safety inspection of hazardous production facilities increases annually, including inspection of buildings and structures, equipment and technical devices, industrial safety review, energy surveys and energy audits, technical audits of the hazardous production facilities.
Besides, the Company provides consulting engineering services, including assessment of integrated management systems. Much attention is paid to the aspects of nuclear and radiation safety management as an integral part of the management systems of organizations implementing activities in the field of atomic energy use.
Branches and Standalone Divisions
JSC “VO “Safety” has a wide regional network. The organizational structure of the Company includes 12 branches and 37 standalone divisions (regional groups of experts) in Russia: in St. Petersburg, Petrozavodsk, Veliky Novgorod, Volgodonsk, Penza, Perm, Nizhny Novgorod, Krasnoyarsk, Kazan and other cities.
The branches of the Company implement their activities in cooperation with the territorial bodies of Rostechnadzor. The main direction of the activity of the Kazan and Krasnoyarsk branches is rendering of services in the field of industrial safety. The main direction of the activity of other branches is rendering of services in the field of safety in atomic energy use.
Key International Projects
Since its creation, JSC “VO “Safety” has been promoting fulfillment of the international obligations of the Russian Federation in terms of assistance in the establishment and development of safety regulatory infrastructure in the field of atomic energy use during the construction of NPPs in newcomer countries embarking on nuclear energy technologies.
For the sake of fulfillment of the international obligations of the Russian Federation and in accordance with the instructions of Rostechnadzor, JSC “VO “Safety” arranges and implements training for the representatives of countries adopting atomic energy development programs for the first time (Belarus, Bangladesh, Iran, Vietnam, Egypt, Turkey), and it also takes direct participation in the fulfillment of strategically significant obligations of the Russian Federation to ensure safety of NPPs and other nuclear facilities, including projects relates to construction of the Akkuyu NPP in Turkey, the Belarus NPP, the Bushehr NPP in Iran, the Kudankulam NPP in India, the Tianwan NPP in China, the Rooppur NPP in Bangladesh, the El Dabaa NPP in Egypt.
