Conformity Assessment of Equipment Supplied for Russian NPPs

In order to achieve the goal in the field of nuclear and radiation safety assurance for nuclear facilities of the Russian Federation, JSC “VO “Safety” carries out conformity assessment activities for equipment, items, component parts, materials and semi-finished products supplied at all Russian nuclear power plants, in accordance with its contractual obligations with the Operating Organization, i.e. JSC Rosenergoatom Concern.
The activities are being conducted according to the requirements of the Federal rules and regulations, NP-071-18 “Rules of conformity assessment of products, for which requirements are set in relation to ensuring safety in the field of atomic energy use as well as processes of their design (including survey), manufacture, construction, installation, adjustment, operation, storage, transportation, sale, disposal and burial”, as well as GOST R 50.06.01-2017 “Conformity assessment system for the use of nuclear energy. Conformity assessment of products in the form of acceptance. Procedure”.

Implemented Projects

The specialists of JSC “VO “Safety” conducted conformity assessment of products important to safety for all new power units of nuclear power plants put into commercial operation:

  • Rostov NPP Units 2 and 3
  • Kalinin NPP Unit 4
  • Beloyarsk NPP Unit 4
  • Novovoronezh NPP Unit 6,

as well as units put into commercial operation in 2018:

  • Rostov NPP Unit 4
  • Leningrad NPP-2 Unit 1.

Current Projects

Applying accumulated long-term experience, the specialists of JSC “VO “Safety” are currently conducting the activities related to conformity assessment of products for all RF power units of nuclear power plants being operated or constructed including the following units under construction:

  • Novovoronezh NPP Unit 7 (Novovoronezh NPP-2 Unit 2);

Two units (No. 6 and No.7) of the new generation “3+” with the VVER-1200 reactor plant and the total capacity of 2,400 MWe have been constructed since 2007 at the site of the operating Novovoronezh NPP. Novovoronezh NPP Unit 6 (Novovoronezh NPP-2 Unit 1) is the main unit being the first-of-a-kind in the history of the AES-2006 design constituting the innovative nuclear facility meeting all the existing safety requirements including a number of radically new technologies. This unit is the reference unit for new NPPs not only in Russia but also abroad. It was accepted for commercial operation in February 2017.
The hot trial run of the reactor plant being one of the most important stages of pre-commissioning activities at Unit 7 (Unit 2 of Novovoronezh NPP-2) preceding the physical start-up stage (first criticality) was completed in November 2018. Completion of the unit construction is scheduled for 2019.
The specialists of the Don Branch of JSC “VO “Safety” are permanently present and conducting activities at the site of the Novovoronezh NPP.

  • Leningrad NPP-2 Unit 2;

The NPP is being constructed at the site of the Leningrad NPP. The NPP is located 35 km to the west of the Saint Petersburg city border and 70 km from the historical center; it has been designed to maintain and develop production of electric and thermal energy as well as to enable stage-by-stage replacement of actual capacities of the operating Leningrad NPP. Unit 1 was put into commercial operation in October 2018. Now, construction of Unit 2 is under way. A siting license was granted for Units 3 and 4; now the design activities are in progress. The electric output of each VVER-1200 power unit is specified as 1198.8 MWe, the heat output is 250 Gcal/h. The design service life of Leningrad NPP-2 is 50 years; the design life of the main equipment is 60 years. The specialists of the North-Western Branch of JSC “VO “Safety” are permanently present and conducting activities at the NPP site.

  • Kursk NPP-2 Units 1 and 2.

The plant is being constructed as an NPP to replace the power units of the operating Kursk NPP, which are being taken out of service. Commissioning of the first two power units of Kursk NPP-2 is to be synchronized with decommissioning of Units 1 and 2 of the operating NPP. The first power unit is to be commissioned in 2023; the second is to be commissioned in 2024. It is envisaged to introduce a new generation VVER-TOI design of power units with enhanced safety and advanced technical and economic characteristics. The design meets both Russian and all the state-of-the art international requirements in the field of nuclear safety. It provides for four active trains of safety systems (duplicating each other), the core catcher, the reactor containment passive heat removal system and the steam generators’ passive heat removal system. The total installed capacity of two NPP units is ~ 2,510 MWe. The reactor heat power is 3,312 MWe. The specialists of the Central Branch of JSC “VO “Safety” are permanently present and conducting activities at the site of the operating NPP and the NPP being constructed.
