A ceremony was held for the Bangladesh Atomic Energy Regulatory Authority (BAERA) to issue Classes B, D, and E licenses required for import, transportation and subsequent handling of fresh nuclear fuel at the NPP site.

The licensing ceremony was opened by Ziaul Hasan, Minister of Science and Technology of the People’s Republic of Bangladesh.
The event was attended by Mr. Alexei Ferapontov, Deputy Head of the Federal Environmental, Industrial and Nuclear Supervision (Rostechnadzor), Mr. Andrey Petrov, First Deputy Director General for Nuclear Energy of the State Corporation Rosatom – President of Atomstroyexport, Mr. Alexei Deriy, Vice President of Atomstroyexport and Rooppur NPP Construction Project Director, arch. Yeafesh Osman, Minister of Science and Technology of Bangladesh, eng. Md. Muzammel Haque, Chairman of the Bangladesh Atomic Energy Regulatory Authority, Mr. Vladimir Minaev, Technical Director of JSC “VO “Safety”, as well as other representatives of the Russia and Bangladesh.

Class B license permits the purchase, possession, handling and storage of nuclear materials.  Class D license allows for the transport of nuclear materials, while Class E license permits import of nuclear materials.

The issuance of licenses was preceded by BAERA’s joint work with the departments of Rostechnadzor Headquarters, JSC “VO “Safety” and the Scientific and Engineering Centre for Nuclear and Radiation Safety (SEC NRS), which was aimed at providing support in conducting safety reviews and developing license conditions.

During the visit, the delegates visited the construction site of the Rooppur NPP, had a walk down at the facilities ensuring readiness for the spill of safety systems to the open reactor; visited fresh fuel storage facilities, physical protection systems under construction and a number of other facilities.

The General Framework Contract between JSC “VO “Safety” and BAERA was signed on November 18, 2016, according to which consulting and engineering services are provided in the field of regulation of nuclear and radiation safety within the framework of the Rooppur NPP construction.
