Its recommendation is part of the information NRC commissioners will consider when making a final decision on issuing an operating license for the reactor.<\/p>\n<p>In a letter to the NRC chairman, the Advisory Committee on Reactor Safeguards noted that \u201cthere is reasonable assurance\u201d that a second unit can operate at the Watts Bar plant \u201cwithout undue risk to the health and safety of the public\u201d.<\/p>\n<p>Joe Grime, TVA\u2019s chief nuclear officer, said in a statement on 13\u00a0February that the committee\u2019s conclusion on TVA\u2019s preparedness and ability to operate a dual-unit station is the result of six years of discussions, interactions and meetings through which TVA has demonstrated that unit 2\u00a0\u201cis being completed the right way\u00a0\u2014 safely, with quality, and in a manner to protect the general public\u201d.<\/p>\n<p>The unit is about 95% complete and remains on target to begin commercial operations between September 2015\u00a0and June 2016\u00a0at a total cost of between $4.0\u00a0billion to $4.5\u00a0billion. When online, it will produce 1150\u00a0megawatts of carbon-free electricity\u00a0\u2014 enough to meet the needs of 650,000\u00a0homes, TVA said.<\/p>\n<p>Work on Watts Bar 2\u00a0was suspended in 1985\u00a0when the unit was about 55% completed, 12\u00a0years after construction began. TVA decided in 2007\u00a0to resume the project, initially estimating a cost of $2.5\u00a0billion and a completion date of 2012.
