{"id":11822,"date":"2014-10-03T12:00:00","date_gmt":"2014-10-03T09:00:00","guid":{"rendered":"https:\/\/vo.afonico-test.ru\/novosti-otrasli\/cost-of-summer-ap1000s-increases\/"},"modified":"2014-10-03T12:00:00","modified_gmt":"2014-10-03T09:00:00","slug":"cost-of-summer-ap1000s-increases","status":"publish","type":"post","link":"https:\/\/vosafety.ru\/en\/novosti-otrasli\/cost-of-summer-ap1000s-increases\/","title":{"rendered":"Cost of Summer AP1000s increases"},"content":{"rendered":"<h4><strong>Having said that construction of two AP1000\u00a0units at the VC Summer nuclear power plant in South Carolina faces a delay of at least one year, the consortium building the reactors now expects the units to cost an additional $1.2\u00a0billion.<\/strong><\/h4>\n<p>In August, Scana Corporation\u00a0\u2014 the parent company of South Carolina Electric &amp; Gas (SCE&amp;G) which holds a 55% stake in the project\u00a0\u2014 said that it had been informed by Westinghouse and CB&amp;I that completion of the units would be delayed. The \u201csubstantial completion\u201d of unit 2\u00a0is now expected in late 2018\u00a0or the first half of 2019, while that of unit 3\u00a0may be about 12\u00a0months later. The delay was attributed to the fabrication and delivery of structural modules from CB&amp;I\u2019s facility in Lake Charles, Louisiana.<\/p>\n<p>Scana announced on 2\u00a0October that the consortium has now \u201cprovided preliminary cost estimates principally related to these delays for non-firm and non-fixed scopes of work to achieve the late 2018\u00a0substantial completion date\u201d.<\/p>\n<p>Westinghouse\/CB&amp;I expect the new AP1000\u00a0units to cost an additional $1.2\u00a0billion. Scana noted this figure is presented in 2007\u00a0dollars and \u201cwould be subject to escalation\u201d. SCE&amp;G\u2019s share of this preliminary estimate is some $660\u00a0million, while Santee Cooper\u00a0\u2014 the holder of the remaining 45% in the project\u00a0\u2014 would be responsible for about $540\u00a0million. The cost of the units was originally put at $9.8\u00a0billion in 2008.<\/p>\n<p>Scana said that the cost overrun figure \u201calso excludes any owner\u2019s cost amounts associated with the delays, amounts that could be significant. Furthermore, this figure does not reflect consideration of the liquidated damages provisions of the engineering, procurement and construction contract which would partly mitigate any such delay related costs\u201d.<\/p>\n<p>\u201cThese expected substantial completion dates do not reflect all efforts possible to mitigate delay, nor has SCE&amp;G accepted this new schedule\u201d, Scana said. \u201cNeither SCE&amp;G nor Santee Cooper has accepted financial responsibility for any project cost impact associated with these delays\u201d.<\/p>\n<p>SCE&amp;G and Santee Cooper are reviewing the preliminary schedule and cost estimates presented by Westinghouse\/CB&amp;I. Scana said, \u201cIt is anticipated that further study, evaluation and negotiations will occur\u201d. SCE&amp;G had earlier said it hoped to reach agreement by the end of this year.
