Training

The Training Center for Refresher Training in Nuclear and Radiaton Safety was set up in 2004 as an independent educational establishment for refresher training with training programs of the scope of 72 hours and longer. The main objective is to provide nuclear industry specialists with refresher training courses, to update knowledge in the field of nuclear, radiation, technological and ecological safety assurance. The Training Center possesses a license for educational activity at all directions listed below. Upon training completion the trainees obtain refresher training certificates under a certain program.

Peculiar feature of educational programs provided for by the Training Center is the focus on ideology of the regulatory authority (Rostekhnadzor), account of specific features of its approach to safety assurance on the whole, as well as account of requirements to systems of assurance of indicated kinds of safety.

Professors and assistant professors of leading Russian Universities like MEPhI, MPEI, MIREA, as well as qualified specialists of Rostekhnadzor with rich work experience conduct training for various disciplines.

Original focus and self-repayment are important aspects of the Training Center operation. Arranged advertising campaign and trial free trainings and seminars make it possible for us to attract the trainees, mainly personnel and management of operating organizations performing their activity based on Rostekhnadzor’s licenses on commercial basis. By doing so, we reduce and subsequently exclude Training Center activity’s dependence on availability of budget finances or on financing by some other assets allotted by Rostekhnadzor.

The Training Center provides refresher training of specialists at the following directions:

Engineering of quality assurance at nuclear, radiation hazardous facilities and production plants (with man-induced risks).

The course program contains requirements to QAPs; industry branch requirements at the stages of products design and manufacture; requirements for nuclear and radiation safety laying the basis of requirements to products QA; application of requirements to QAP abroad; development, assessment and audit of QAP; reliability and risk control.

Quality management at nuclear, radiation and hazardous facilities and production plants (with man-induced risks).

The course covers NUSS (Nuclear Union Safety Standard) standards of IAEA; Russian federal requirements to QAP; industry branch requirements at the stages of products design, manufacture and operation applied in QA (procedure of development and manufacture launch, procedure of products acceptance, follow up supervision, etc.); audit program control (preparation, conduct, reporting); reliability and risk control; QA problems relation to the problems of ecological management and assurance of nuclear, radiation, industrial and ecological safety.

QAP audit at nuclear, radiation hazardous facilities and production plants (with man-induced risks).

Apart from management general issues the course includes the fundamentals of audit control program (preparation, conduct, reporting), discussion of specific features of audit in the field of atomic energy use at nuclear, radiation hazardous facilities and production plants (with man-induced risks).

Engineering of nuclear and radiation safety assurance.

Trainees are to study NUSS IAEA standards; Russian federal requirements to programs of nuclear and radiation safety assurance; requirements to nuclear and radiation safety assurance at the stages of radiation hazardous facilities design, manufacture and operation. Discussion of application of requirements to safety assurance; development and audit of program of nuclear and radiation safety assurance; programs of various aspects of safety assurance applied at the stages of radiation hazardous facilities design, manufacture and operation (for example, nuclear materials accounting), reliability and risk control.

Management of nuclear and radiation safety.

The course covers the management of development, assessment and analysis of nuclear and radiation safety assurance. In addition to general issues of safety assurance it covers the problems of reliability and risk control. It also touches upon nuclear and radiation safety assurance problems relation to QA and ecological management problems.

Audit of nuclear and radiation safety assurance programs.

Trainees are to study NUSS IAEA standards; requirements to programs of nuclear and radiation safety assurance; requirements to nuclear and radiation safety assurance at the stages of radiation hazardous facilities design, manufacture and operation; audit program control (preparation, conduct, reporting); specific features of audit in the field of safety assurance.

Quality surveillance and acceptance inspection at nuclear, radiation hazardous facilities and production plants (with man-induced risks).

The course covers regulatory requirements to the procedure of surveillance and testing; Rostechnadzor requirements applied at product design, manufacture and operation; regulations of product control; metrological requirements; monitoring of the technological process.

Knowledge and application of codes and standards in the field of nuclear, radiation, industrial and ecological safety assurance.

Detailed review of codes and standards in the field of nuclear, radiation, industrial and ecological safety assurance is accompanied by practical training for implementing assessment measures.

Integrated system of quality management, ecological and safety management.

Main objective of the course is to study the fundamentals of organization and assurance of Quality Management System functioning, ecological management and safety management; practical methods to create and provide operability of such system. Besides, the trainees are to study legal and regulatory acts and standards for arranging and maintaining the Quality Management System, ecological management and safety management.

Fundamentals of physical protection of nuclear, radiation hazardous facilities and production plants (with man-induced risks).

The course covers legal and regulatory acts for physical protection assurance; organizational structure of control and interface in the system of facilities and plants physical protection, fundamentals of organization and principles of assurance of physical protection of nuclear, radiation hazardous facilities and production plants (with man-induced risks); practical work with engineering tools used in the systems of physical protection.

Fundamentals of inspection activities in the field of physical protection of nuclear, radiation hazardous facilities (with man-induced risks) and production plants.

The course covers the matters of practicing of methods for planning and arranging the supervision over physical protection of nuclear, radiation hazardous facilities; and production plants, it provides studies and practice of ways and techniques to conduct inspections of physical protection system and its separate elements.
